Guidance was becoming important (Watts 1996). In 1967 the Standing Conference of University Appointments Services was established, making it possible to view careers advice in higher education from a national perspective. The Youth Employment Service and schools became the subject of discussion again in the mid-1960s. In 1964, the NAYEO journal Youth Employment devoted two whole issues to guidance in schools. In 1966, Peter Daws of the Vocational Guidance Research Unit at the University of Leeds wrote A Good Start in Life giving a British dimension to changing theories of career choice.

The Employment and Training Act marked the moment of transition from the Youth Employment Service to a Careers Service, mandatory upon all local education authorities: a public acknowledgement of the beliefs held by the early juvenile employment officers. The work of helping young people to choose careers was essentially part of the educational process. There was a general sense of relief, a great deal of enthusiasm for the wider remit and the opportunity to concentrate on providing a much improved service.

The opportunity for young workers to use job centres had been seen by the government as a civil rights issue. There seemed no doubt, however, that the great majority of young people would be best served by revisiting the careers adviser who had seen them at school and helped them find their first job. The idea of competition between job centre and careers office seemed to run contrary to the intentions of the 1973 Act and the wishes of government.
